Actually, it really fits into matari ideology. Minmatar are quite frequently desperate, resistance fighters that specialize in blitzkrieg style attacks, their 'traditional' enemy are the Amarr - defensive warfare specialists whose method of fighting revolves around incredible efficiency and crushing the will to fight out of their opponents : known amarr tactics involve leaving flayer mines aka bouncing betties with 10m of incredibly strong monofilament wire attached to ceramic weights swung around at speeds that can cut dropsuits to pieces with a potential killzone of about 30-35m, Kameira Auxilliaries - Amarr born minmatar slaves raised into a military life with selections starting as early as age 6 (this also plays heavily into psychological warfare - especially when kameira's are inserted to your forces as saboteurs), and hallucination inducing grenades that can cause you to think the kameiras you're fighting are actually members of your own unit, and everybodies favorite method of slave control - vitoc. The Amarr when they're winning seem like a golden horde - an invincible army that shrugs off the very worst you can throw at them (I have seen amarr sentinels shrug off direct forge gun hits) and keeps on slowly advancing, crushing all that would dare stand before them.
In response to this, the minmatar think outside the box - you can never be exactly sure of just what matari desperation, grit and spite will push them to do. They have tanks and you don't? Have a matari engineer slap some jury rigged explosives onto a modified LAV (they essentially made both out of a few solar panels, a couple of rusted pieces of metal and some other odds and ends that were just lying around) and drive it straight into the tank. Matari very much favor scorched earth tactics and 'if we cannot have it, we won't let them take it either'. In one of the novels quite a few matari realized that they couldn't liberate a lot of the slaves from the amarr worlds that they were attacking... so they resorted to killing them, some of the amarr holders had *matari children* kill their would be liberators in exchange for a dose of their vitoc.
Where the Amarr can be called cruel, the matari can be called spiteful - there isn't much they wouldn't do just to harm the amarr. In fact, it's a plot point in the Templar One novel that a matari valklear general spends *his entire personal fortune* on attempting to deny the amarr a planet in the amamake system.
